Mr. DeSAULNIER. Madam Speaker, I rise today to recognize the service of Randy Sawyer upon his retirement from Contra Costa Health Services

(CCHS).

Randy began his career at Contra Costa Health in 1992 as a specialist engineer in Accidental Release Prevention within the Hazardous Materials Division. At this time, he worked with numerous chemical and oil refineries to prevent accidental material leakage. Randy also helped to champion the county's Community Warning System, establishing one of the best response teams in the state, and the Industrial Safety Ordinance, which we worked on together. In 2004, Randy became the Director of the Hazardous Materials Division.

In 2005, Randy was appointed to the California Certified Unified Program Agency (CUPA) Forum Board where he was instrumental in helping to formulate policy on statewide hazardous materials programs. Randy served as Chair of the board from 2007 to 2008.

Randy's leadership was crucial in the county's COVID-19 recovery efforts, serving as Deputy Health Director of CCHS. In this role, he worked closely with the department's Emergency Medical Services, Environmental Health, and Climate Health and Policy divisions.

Randy's work has had a significant impact on Contra Costa and its residents. Please join me in congratulating Randy on his retirement and honoring him for his 30 years of public service.
